It is a testing screen. Just a quick way for a tech to check some of the features if working properly.

its a good way to make the flash stay on. quicker then using the flashlight app and works all the time.

BTW - make sure you have gone into the camera settings and turned the flash ON  (ie, the lightening bolt icon). May not work if you have flash set to "AutoFlash" and will not work if the flash is set to "Do Not Flash".
